Portugal is positioning itself as a leading hub for medical cannabis, leveraging its ideal climate, progressive legislation, and strategic location to tap into the rapidly growing global demand for cannabis-based products. Portugal’s warm, subtropical Mediterranean climate provides near-perfect conditions for cannabis cultivation, reducing the need for costly indoor facilities. The country’s location in Southern Europe also makes it a key logistical gateway for distributing medical cannabis across the European Union and beyond.

 

Progressive Legislation Fuels Growth

In 2018, Portugal legalized medical cannabis, permitting its use for specific conditions such as chronic pain, cancer, and epilepsy. Under the oversight of Infarmed (the National Authority of Medicines and Health Products), strict guidelines ensure that production and export comply with Good Agricultural Practices (GAP) and Good Manufacturing Practices (GMP). Limited product availability and hesitation among healthcare professionals to prescribe cannabis treatments have hindered local adoption. Consequently, some patients turn to the black market, undermining the potential benefits of legalization.
